Central America works as a secondary board of the Cold War. Washington and Moscow do not fight there head on: they delegate. Fragile governments and porous borders leave zones with no settled authority, and in that margin operate units that answer to no state. Their orders go unsigned. No one is obliged to acknowledge them.

Kazuhira Miller works his way across the continent until he finds Snake in Colombia. He does not arrive with an ordinary contract. He brings a call for help from Costa Rica, a country that dissolved its army in 1948 and now records foreign troops without insignia inside its borders. Nobody claims those units. Nobody recalls inviting them.

Out of that meeting comes an organization with no nation and no flag. Militaires Sans Frontières funds itself by contract, chooses where it intervenes and answers to no government. Its headquarters does not stand on land either: Mother Base rises as an offshore platform in the Caribbean, outside recognized jurisdiction. Whoever signs on leaves behind the uniform he arrived in.

DETERRENCE WITHOUT AN OPERATOR
Reconnaissance in the jungle points to a nuclear deterrence program that does away with the human operator: a machine cleared to order a launch on its own. The recovered material also carries a voice attributed to The Boss, the instructor Snake had counted as dead since 1964. From that point on, the work stops being a contract.

Mother Base's command post. Deployments are coordinated from the tower, contracts are approved there, and every mission is tracked by radio. It holds the link to the field and decides which job is taken and which is turned down.

Founder and commanding officer of Militaires Sans Frontières. He served in a regular army before that, and trained under The Boss. Retirement never quite took. He signs the Costa Rica contract with reservations and ends up running the whole operation out of Mother Base. Given the choice, he takes the field over the command room.

Second-in-command of MSF and the reason the outfit stays solvent. He was the one who traveled to Colombia to find Snake and put the contract on the table. He runs the money and the recruiting from Mother Base. He talks about war in market terms, and rarely passes up a chance to mention what each bullet costs.

A high school student in Costa Rica. She enters the initial report as a witness to the unmarked troops, and comes into MSF custody after the first deployment. She talks about peace without irony and holds to it with a stubbornness the rest of the staff finds hard to place. Seen around the Mother Base walkways with a soccer ball.

Guerrilla commander in Nicaragua
Commander of a Sandinista cell in Nicaragua. She runs her people hard and distrusts any foreign force that shows up offering help, MSF included. She negotiates weapons and support with Miller grudgingly. A leg wound from an earlier fight never healed all the way. Her younger brother fights in the same unit, and that is where she is soft.

Amanda's younger brother and the youngest in the cell. He wants to be treated as a fighter like any other, and goes off on his own to prove it. He knows the jungle and the ruins better than anyone in his unit, and that edge pushes him into risks nobody asked him to take. He admired Snake before they ever met.

Head of research and development
An engineer specialized in bipedal locomotion systems. He worked on an American weapons project before landing at Mother Base, where he takes charge of MSF's own development work. He uses a wheelchair, and he describes his machines with an enthusiasm that skips past what they will be used for. Technology is neutral, he argues; responsibility belongs to someone else.

British scientist in charge of the project's artificial intelligence system. She comes out of an earlier military research program and works with a discipline her own superiors call uncomfortable. She says little about herself and answers personal questions with technical detail. Let the conversation reach The Boss, though, and she will not let the subject go.

Civilian witness to the incident
A French birdwatcher. She traveled to Costa Rica on her own and was the first civilian to see the weapon operating in the jungle. Her statement is where the contract begins. She ended up under MSF protection, more put out by the interruption to her trip than frightened by what she saw.

Soviet officer identified as commanding the unmarked troops deployed in Costa Rica. He carries himself with the calm of a man who has an institution behind him, and he answers questions with riddles. He is the first name MSF manages to put on the board. Everything known about him comes from his own account of events.

A career CIA officer, from the generation that built the agency up after the war. He directs the deterrence program MSF is investigating in the jungle. He defends the work with desk logic: a threat is useful as long as it is believed. He never sets foot in the field; what happens there reaches him as figures in a report.
